Are you affected by the Safer Lorry Scheme?

The New Year is a good time to review company procedures and equipment to ensure you are compliant with the latest legislation.

Palmers is reminding clients of the introduction of the Safer Lorry Scheme; a programme launched in collaboration with London’s Councils, The Mayor of London, Transport for London (TfL), and Heathrow Airport.

The scheme ensures that only lorries equipped with basic safety equipment will be allowed on London’s roads. This means that most vehicles will have to be retro-fitted with equipment. Vehicles over 3.5 tonnes are required to be:

  • Fitted with Class V and Class VI mirrors, giving the driver a better view of cyclists and pedestrians around their vehicles
  • Fitted with side guards to protect cyclists from being dragged under the wheels in the event of a collision

The scheme, which came into force on 1 September 2015, operates across London, 24 hours a day, seven days a week, covering the same area as the Low Emission Zone.

Enforced by the Metropolitan Police Service, City of London Police and the Driver and Vehicle Standards Agency, drivers found to be in charge of a non-compliant vehicle may be issued with a £50 Fixed Penalty Notice. The offence also carries a potential fine of £1,000 at magistrates’ court and the Traffic Commissioner, who has the power to modify or suspend operator licenses, will also be notified of companies operating vehicles in breach of the scheme.

Jeremy Sirrell, a partner specialising in road traffic offences at Palmers said: “The Safer Lorry Scheme has been designed to protect cyclists, pedestrians and other vulnerable road users and there are heavy fines for non-compliance. The initiative aims to reduce the number of people killed or seriously injured on London’s roads by 40 per cent by 2020. The cost of ensuring that your HGV fleet is fully compliant, is far outweighed by the financial penalties and the potential toll on human lives.”
